Advocacy

Delaware People First

Delaware People First is a self-advocacy organization supported by The Arc of Delaware. Members meet on a regular basis to learn about policies and developments in housing, transportation, employment and socialization, and determine the impact of those issues on their lives.

State Council for Persons with Disabilities

The mission of the State Council for Persons with Disabilities is to unite, in one Council, disability advocates and state agency policymakers to ensure that individuals with disabilities are empowered to become fully integrated within the community.

Community Legal Aid Society, Inc., Disabilities Law Program

The Disabilities Law Program is a special project of Community Legal Aid Society, Inc., and is designated by the Governor as the protection and advocacy agency in Delaware. This program provides advocacy services to Delaware residents with physical or mental disabilities. Given limited resources, services are prioritized based on needs identified by consumer and community groups.


*Please note that in the context of Special Education Law, an "advocate" differs from an attorney in several ways. By definition, an "advocate" is one that supports or promotes the interests of another while an "attorney" is a practitioner in a court of law who is legally qualified to prosecute and defend actions in such court on behalf of his or her clients. Although both may be able to help with your legal situation, under the Individuals with Disabilities Education Act (IDEA) only attorney's fees are recoverable to families prevailing in lawsuits. This delineation was the outcome of the Supreme Court's decision in Arlington Central School District Board of Education v. Murphy, 548 U.S. 291 (2006). There is currently legislation in the U.S. House of Representatives that would reverse this outcome (the IDEA Fairness Restoration Act, HR 434).

Delaware Learning Resource System

The DLRS is a statewide network of centers that provide resources and services to help educate children, particularly those with special education needs. The DLRS has three instructional materials centers, one in each of Delaware’s counties.

Community Resources

Lower Delaware Autism Foundation

LDAF provides quality programs and services, advocates for individuals with autism, and promotes community understanding and awareness of autism.

Parent Information Center of Delaware

The purpose of the PIC is to give parents easy access to information and resources designed to improve their children’s developmental and educational outcomes.

Delaware Helpline

Delaware Helpline is a free online service that provides information on state government agencies and referrals to community resources. Delaware Helpline provides a one-stop state government directory service with linkages to appropriate offices, legislators and state employees.

RespiteOnline

RespiteOnline is a free service enabling you to do a real-time search for care providers in your area who offer respite care. RespiteOnline contains information on both child and adult respite care options.
