Advocacy

Iowa Protection and Advocacy Services, Inc.

*Please note that in the context of Special Education Law, an "advocate" differs from an attorney in several ways. By definition, an "advocate" is one that supports or promotes the interests of another while an "attorney" is a practitioner in a court of law who is legally qualified to prosecute and defend actions in such court on behalf of his or her clients. Although both may be able to help with your legal situation, under the Individuals with Disabilities Education Act (IDEA) only attorney's fees are recoverable to families prevailing in lawsuits. This delineation was the outcome of the Supreme Court's decision in Arlington Central School District Board of Education v. Murphy, 548 U.S. 291 (2006). There is currently legislation in the U.S. House of Representatives that would reverse this outcome (the IDEA Fairness Restoration Act, HR 434).

Community Resources

Iowa Division of Persons with Disabilities

The Division of Persons with Disabilities exists to promote the employment of Iowans with disabilities and reduce barriers to employment by providing information, referral, assessment and guidance, training and negotiation services to employers and citizens with disabilities.

University of Iowa Center for Excellence on Disabilities

The University Centers for Excellence in Developmental Disabilities Education, Research, and Service (UCEDD) are a nationwide network of interdisciplinary programs that advance policy and practice for and with people with disabilities, their families and communities. The Center for Disabilities and Development was chosen to be Iowa's UCEDD program in 1972, and this has broadened the ways we are able to provide services throughout the state of Iowa.

Iowa COMPASS

Iowa COMPASS is Iowa's free, statewide information and referral service for people with disabilities, their families, service providers and other members of the community. We maintain information on approximately 5,000 local, state and national agencies and programs.

The Homestead

The Homestead develops innovative solutions for people with autism, provides training and supports for people with autism, and helps others understand autism and better solutions for people with autism through education and consultation.

Regional Autism Services Program

Our mission is to promote excellence in services to Iowans with autism and their families through leadership and the support of staff development programs, innovative services and school improvement. We’re committed to ensuring that all Iowans with autism have regional access to a continuum of service options that allows them to realize their potential. We strive to promote a quality of life for children and adults with autism and their families that set the standard for the nation.

Covering Kids and Families- Division of Iowa Department of Public Health

Covering Kids and Families is a collaborative effort of state and local community-based agencies, child advocacy groups and professional organizations. The project is designed to increase access to health-care coverage for children by identifying and enrolling eligible children into Medicaid and hawk-i, implementing system changes to reduce enrollment and retention barriers, coordinating existing coverage programs for low-income children, and advancing public policy for health-care coverage for families.
